Are small words like articles, prepositions, and pronouns (a/an, in, I) counted as 1 word in the writing test?

The short answer to that question is 'yes', but if you are aiming for a band 7 or above, the word count should be the least of your worries. In order to get a band 7 for TA, you need to present a response to the question that is extended, supported with reasons, and clarified with examples. Doing so will get you well into the 300 word range. Make your goal a  developed response to the question, and the word count will take care of itself.
